Dear councillor,

Today you will be asked to endorse activist Tzeporah Berman’s Fossil Fuel Non-Proliferation Treaty, a move that is potentially disruptive to Canada’s potential to be a catalyst for real, measurable global emissions reductions. 

Around the world, oil consumption has returned to near pre-pandemic levels, and natural gas demand has already surpassed pre-COVID levels. And consumption for both resources is expected to grow even more for decades to come, despite more renewable energy sources coming online.

Fortunately, Canada is not only one of the world’s largest producers of oil and gas, it’s also the world’s most responsible.
Just this month, the head of the International Energy Agency praised Canada for its commitment to being an energy supplier that not only talks the talk, but walks the walk when it comes to reducing its own emissions.

“Canada has been a cornerstone of global energy markets, a reliable partner, for years,” IEA Executive Director Fatih Birol said.   
“We will still need oil and gas for years to come… I prefer that oil is produced by countries… like Canada who want to reduce the emissions of oil and gas.”

Those aren’t just words. 

Here is just a small sample of what Canada is doing and how it can be a real solution to reducing global emissions without gutting its world-class oil and gas industry:
•	According to the IEA, switching from coal to natural gas for electricity generation reduces emissions by 50% on average. For China, the world’s largest emitter of greenhouse gas, switching to natural gas from B.C.’s LNG Canada project specifically could reduce emissions by up to 62%.
•	There are 195 new coal plants under construction around the world, according to Global Energy Monitor, including three in the European Union and 157 combined in China, Indonesia, Japan and South Korea. Cleaner burning Canadian LNG can reduce those nations’ reliance on coal. 
•	B.C. Indigenous communities are significantly benefiting from natural gas projects, which are creating jobs, opportunity and wealth for First Nations. Two Indigenous-led projects, Ksi Lisims LNG and Cedar LNG, are currently in development in B.C. which would help these communities build pathways to prosperity.
•	Major oil sands producers have jointly committed to reach net zero emissions by 2050, and emissions intensity in the oil sands decreased by 27% from 2013 to 2019, compared to just a 13% decrease for global oil majors, according to BMO Capital Markets.
•	Canadian oil and gas companies spend an average of $1 billion per year on energy cleantech and billions on environmental protection, significantly outpacing any other industry in the country.

It’s worth noting as well, that if Canada significantly curtails its own oil and gas production, that won’t change the ongoing domestic need for the oil and gas that will still be needed in transportation,  industry and countless products that we use in our daily lives.

The global need for oil and gas will remain strong for many decades to come, both at home and abroad and if Canada isn’t one of those supplying resources, that demand will be met by nations that lack Canada’s rigorous standards and freedoms.

Please vote no to this ill-considered treaty and choose to support the responsible development of Canada’s peerless oil and gas industry that can and will set the standard for the rest of the world.
